本书以政策区黄土高原地区调研农户为研究对象，基于农户农业生产及家庭经营效率及生产率视角，探讨退耕还林政策对参与农户可持续生计、农村可持续发展的影响，关注生态服务付费政策措施的影响及其作用机制，具有重要的理论价值与现实意义。 在实证研究的基础上，本书得到了一些重要的观点：“没有证据表明生态服务付费政策农业生产及农户非农业，相反亟需关注其财富效应及其在不同群体中的异质影响；人力资本、家庭结构、土地整备、土地流转、农业信贷、农业培训等对于提升农户农业生产及家庭经营效率及全要素生产率、提升其收入，可持续生计，具有显著作用。”
